D1 Community Table Participation Guidelines
The D1 Community Table is a place for District 1 residents to bring issues, ideas, solutions and questions into a constructive community conversation.
Participation Rules
- Disagreement is welcome. Personal insults, name-calling, threats, harassment and targeted abuse are not.
- Profanity, spam, repeated off-topic disruption, impersonation and posting another person's private information may be withheld from public view.
- Comments and submissions are moderated before they are made public. Submitting something does not guarantee publication.
- Existing public discussion may remain visible even if further comments on a Table Item are closed.
- A resident account may be temporarily suspended when necessary to review repeated or serious participation problems. Suspension does not erase the administrative record.
- Residents remain responsible for the accuracy and lawfulness of what they submit.
Current Campaign Pilot and Moderation Rights
The D1 Community Table is currently a privately created and operated campaign/community engagement tool of Leigh Phillips. It is not an official City of Independence website, service, forum, public meeting, or City records system.
During this campaign pilot, Leigh Phillips, as operator, reserves the right under these Participation Guidelines to approve or decline publication; hide, remove, or delete content from public display; close or reopen comments or discussions; and temporarily suspend resident accounts for repeated or serious violations of these guidelines.
Those moderation decisions are based on conduct and the published Participation Guidelines, not merely because someone criticizes, disagrees with, or challenges Leigh Phillips or another participant.
If the Table Is Later Used for Elected Constituent Service
If the D1 Community Table is later used for elected constituent service or official public business, its operating rules may change. Public display and preservation of an underlying record are not necessarily the same thing.
Material connected with official public business will be preserved and handled according to applicable Missouri public-records, Sunshine Law, records-retention, and other legal requirements. Content may therefore be moderated or removed from public display while an underlying administrative record is retained when required. The campaign-phase ability to permanently delete content should not be assumed to apply to official-business records.
Your Agreement
Creating a D1 Resident Account requires the resident to affirm that they have read and agree to these Participation Guidelines. The system records the resident account, the version accepted, the date and time of acceptance, and the text of the version accepted.
